Base GCOR Text Versus Carrier Amendments: Reading the Delta
GCOR supplies the shared rule base, but each carrier qualifies employees on its own amended text. Study every rule in three layers: the base wording, the carrier instruction that modifies it, and the operational effect on your assigned territory.
Each carrier publishes GCOR together with its own amendments and system instructions, which may redefine a speed, restrict a base procedure to specific territory, or substitute local handling. Reading only the base text leaves a silent gap: you can recite a rule correctly and still act wrong on the property where a carrier instruction overrides it. That layered structure is the core difficulty the supplemental qualification addresses, and it deserves a deliberate study method rather than a straight read-through.
Build a three-column note for every rule you study: base GCOR wording in column one, the carrier instruction in column two, and the operational effect in column three. Where the two texts differ, treat the carrier instruction as the governing text on that property and write the difference in plain operational language, for example: this procedure applies only in signaled territory here. If no carrier note exists for a rule, write base applies so the gaps in your map are as visible as the overlaps.
Restricted Speed and Medium Speed: Definitions That Drive Signal Answers
Restricted speed requires stopping within one-half the range of vision, short of trains, engines, rail cars, men or equipment fouling the track, stop signs, or other obstructions, before reaching switches or derails, capped at 20 mph; medium speed is one-half the maximum authorized speed, capped at 30 mph. Confusing the two reverses scenario answers about what you may assume.
GCOR Rule 5.8.2 defines restricted speed as a speed permitting stopping within one-half the range of vision, short of a train, engine, rail car, men or equipment fouling the track, a stop sign, or other obstruction, and before reaching a switch or derail, not exceeding 20 mph. Medium speed is defined as a speed not exceeding one-half the maximum authorized speed, with an absolute cap of 30 mph. Both components matter: at a maximum authorized speed of 40 mph, medium speed is 20 mph, not 30, because the half-of-maximum component governs until the cap applies. Restricted speed is a continuous task of seeing and being able to stop for anything fouling the track, including employees; medium speed is a computed limit that still assumes the route ahead is usable.
Apply this to the Approach aspect: it means proceed prepared to stop at the next signal, and a train exceeding medium speed must reduce at once. Worked scenario: a signal displays Stop and Proceed, and the crew stops, sees the block visibly empty, and resumes normal speed. The better decision is to stop, then proceed at restricted speed through the block, expecting to find it occupied at any point. Why it matters: the aspect substitutes the restricted-speed duty for visual clearance, and visible emptiness restores neither normal authority nor normal speed. Restricting carries the same speed duty without the initial stop, so the two aspects differ only at the threshold.

Track Warrants, DTC Blocks, and CTC Signals: Three Authority Systems, Three Disciplines
TWC conveys authority through written warrant limits, DTC through named dispatcher-controlled blocks, and CTC through signal indication. Each answers the same question differently: may this movement occupy the main track, and up to what point?
Under track warrant control, your authority is the stated limits and conditions of the warrant, effective as issued and acknowledged; under DTC, the dispatcher grants specific named blocks one at a time; under CTC, a signal indication conveying the route is itself the authority to use the main track. These are not interchangeable habits. The mistake pattern is importing the discipline of one system into another, for example treating a CTC signal as a warrant you can hold onto, or assuming a warrant remains open-ended after its stated limits are reached.
Worked scenario: a train holds track warrant limits from milepost 100 to milepost 120 and must go beyond. The plausible mistake is continuing past milepost 120 at restricted speed, reasoning that restricted speed compensates for missing authority. The better decision is to stop short of the limit and obtain authority for the territory beyond before passing it. Why it matters: the limits define the outer boundary of your occupancy rights, and restricted speed is a way of operating inside authority, never a substitute for obtaining it.
Blue Signal Protection and Flag Protection: Pick the Right Rule for the Situation
Blue signals protect employees working on or around equipment; flags protect train operations ahead. Application points, and especially removal authority, differ, so first identify who is being protected and against what hazard.
Under GCOR Rule 5.4.7, blue signal protection is applied at or on the controlling locomotive of the equipment being worked on, or where no locomotive is present, by a device such as a derail or switch positioned to prevent access. The blue signal may be removed only by the same group or craft that applied it, except in an emergency under the prescribed procedures. Mini-scenario: a crew wants to move a unit bearing a blue signal applied by mechanical employees, and removes it because the work appears finished. The better decision is to locate the employees who applied it, because the appearance of completion grants no removal authority, and the signal is the worker's only guarantee against an unexpected movement.
Flags in the GCOR Rule 5.4.2 family serve a different purpose entirely: they protect movements and conditions on the track ahead, not people working on equipment. A yellow flag restricts following movements in accordance with the instructions issued with it, a green flag relates to the release of those restrictions as instructed, and a red flag requires stopping before it. In scenario answers, your first sentence should separate the two systems: if the hazard is a person on the equipment, blue signal rules govern; if the hazard is a movement condition ahead, flag rules govern. Naming the protected interest before quoting the rule is the habit worth drilling.
Yard Limits and Sidings: Shared Main Track Without Default Clearance
Inside yard limits the main track is shared territory: movements not governed by a block signal operate at restricted speed, expecting to find the main track in use. Siding and main track choices follow those same occupancy rules.
Yard limits change the default assumption about the main track. Where a block signal does not govern the movement, authority to use the main track within yard limits comes with an obligation to operate at restricted speed and expect the main track to be occupied, rather than assuming clearance. This contrasts with signaled or warrant authority, where a specific indication or document conveys the right of way. The learning task is knowing which regime you are in at any milepost, because the same physical main track can switch regimes within a short distance.
Inline drill: an extra train approaches a yard limits sign at normal speed with no block signal authority for the main track. Write your decision in three sentences: identify the governing rule layer, name the speed obligation and the point at which it begins, and state what must be confirmed before entering. The expected observation is that your decision anchors to the yard limits sign, not to the yard switch or the yardmaster's presence, and that restricted speed starts at the boundary rather than when the track looks busy.

Week one maps carrier amendments by chapter, weeks two and three drill speed, aspect, and authority decisions in paper scenarios, and week four runs mixed cases against a written rubric until every answer cites the governing layer and the exact obligation.
Sequence: week one, read the base rule and the carrier instruction side by side per chapter and complete your three-column delta map; weeks two and three, write and solve scenarios by category, starting with signal aspects and speed definitions, then authority systems, then protection rules; week four, mix all categories in timed paper cases. Scale the total time to your prior qualification and keep every scenario paper-based, describing track, signals, and authority in words, so practice stays safe and portable between territories.
Exercise: compose ten scenarios, five signal-based, three authority-based, and two protection-based, and answer each in writing by naming the governing rule text, the layer it comes from, and the required action.
