A crew must shove cars toward a road crossing with the engineer unable to see the end of the cut. The plausible mistake is treating an employee 'watching out' as sufficient; the better decision is to establish protection explicitly and confirm the means of stopping.
Paper scenario (simplified for study; always apply the actual rules text): at dusk, a crew must shove a cut of cars roughly a quarter mile toward a public crossing. The engineer cannot see the leading end. A ground employee says 'I'll keep an eye on it.' The plausible mistake is treating that informal watching as the protection layer. It names no position, no communication method, and no stop point, so the engineer cannot know what condition would require stopping or how the stop message would arrive.
The better decision applies the three layers in order. Authority for the shove exists within the crew's current movement. The limit is the crossing and any instructed stop point short of it. The protection must be a defined arrangement: a designated employee positioned to observe the track and crossing, an agreed communication means, and an explicit instruction to stop short of the crossing. If any element is missing, the movement waits until it exists. The reason this matters is that the scenario's only dangerous ambiguity was relational — who stops the movement and how — and only the protection layer resolves it.
Signal indications are conditional instructions, not vocabulary items
Do not memorize indications as color-to-word pairs. Study each indication as an instruction with a permitted action and attached conditions, so a changed condition changes your answer.
Treating signal study as flashcard vocabulary produces fragile knowledge. An indication is better understood as a small conditional sentence: it permits a certain kind of movement and attaches conditions such as the speed at which any conflicting movement might be expected, the requirement to stop short of a specific obstruction, or the expectation of proceeding only until a further signal. When you study an indication, write that sentence out for yourself in plain language, including what the indication does not permit.
Then test the condition, not the color. Cover your plain-language sentence and ask: if a following train were present, would this indication still apply the same way? If the movement were daytime instead of night, does any element change? The better decision is a layer audit before resuming: confirm authority still stands and how it is held, confirm the limits ahead and where they end, and confirm protection arrangements relevant to the new situation, such as any requirement to move at restricted speed expecting to stop short of train or obstruction. The reason this matters is that a pause is exactly when assumption quietly substitutes for verification; rehearsing the audit turns an ambiguous moment into a three-item checklist you can execute the same way every time.
Annotation exercise: score a movement script against a three-layer rubric
