Start with the concept of a safe working system: at any moment, every movement on a track exists inside a chain of authority. Someone or something controls the track — a signaller or controller, a signal system, a written or spoken instruction — and your movement is legal only within what that authority currently grants. A decision is defensible when you can write the authority, the permission, and the reasoning in three sentences. Build this habit in practice so it carries into assessment-style questions.
Absolute block, permissive authority, and worksite protection: keeping three concepts separate
Block working, permissive authority, and worksite protection answer different questions: who may be in a section, whether more than one movement may enter, and who may approach people on track.
Block working means a section of track is governed so that one movement holds it at a time: while one authority is live over a section, another movement into that section requires its own authority. Permissive-style authority, by contrast, is the concept that a rule may allow entry to a section already occupied under defined, restricted conditions. The two differ in what they protect against: block working protects against two movements meeting in a section; permissive conditions protect against the consequences of sharing it. Protection is established in advance by the people on the ground; a train crew does not create it by slowing down. Positive communication means an instruction is not an instruction until it is received in full and confirmed back verbatim; anything less is treated as not received and you remain within existing authority.
The named concept here is readback, sometimes called repeat-back or positive confirmation: the receiver states the instruction back in their own transmission, and the sender confirms it was correct. Its purpose is to close the loop on every element that changes your authority — route, limit of authority, the state of signals or points. Notice what it is not: it is not a quick 'yeah, got it'. A genuine readback reproduces the safety-relevant content, so an error is caught before it becomes a movement.
Worked scenario: you are holding short of a limit of authority when the controller transmits a revised instruction; static swallows the middle of the message, and you catch only '...proceed to the...signal...hold'. The weaker decision is to move toward the signal you believe was meant, reasoning that the fragments are consistent. The stronger decision is to reply that the message was incomplete, remain within your current authority, and request a full repeat. Why it matters: the missing fragment might be a different signal, a different limit, or a protection condition. Acting on fragments can place you on a track another movement already holds. The defensible rule is binary — confirmed in full, or not received.
Stop signals: what an indication tells you and what it does not
A signal at stop tells you the line ahead is not available to you under normal authority; it does not tell you why, and it is never overridden by the absence of anything you can see.
Teach yourself to read a signal as a statement about the track ahead rather than a suggestion. A proceed indication means the authority system has established conditions ahead; a stop indication means those conditions are not established — the section may be occupied, blocked, faulted, or set against you. The critical discipline is separating what the indication tells you from what you can observe. Your eyes cover a few hundred metres; the signalling system reflects state you cannot see, including beyond curves and past obstructions.
Worked scenario: your movement approaches a signal displaying stop. The line ahead looks completely clear — no train, no workers, no obstacle. The weaker decision is to pass the signal at crawling speed on the logic that nothing is visible, treating the stop as an error to be verified in person. The stronger decision is to stop, contact the controlling authority, and obtain either the reason or a fresh authority to pass. Why it matters: the condition behind the indication may be invisible from your position — a failed track section, a route set the wrong way, a movement already in the section beyond your sightline. Passing on visibility alone substitutes a glance for the authority the system exists to provide.
Shunting, train movements, and points: assigning responsibility correctly
Shunting and train running differ in purpose, speed expectations, and who directs the movement; points have two independent requirements — correct position and proper securing — and neither is satisfied by a quick glance.
Keep two movement categories distinct in your head. A train movement runs between locations under the safe working arrangements for the line. Shunting is local repositioning of vehicles within a yard or siding, typically directed closely by someone on the ground, with its own signalling and communication arrangements. Scenarios test whether you apply the right regime: the responsibilities, the communications, and the limits for a shunt are not simply a scaled-down version of a train movement. When a question describes a yard move, first identify who is directing it and under what instruction.
Points, or turnouts, carry two separate checks that are easy to conflate. Position is where the switch blades are set — which route the points will carry you over. Securing is whether the points are held in that position by the intended mechanism, not merely lying there. A worked micro-example: a shunt is instructed over points that were hand-operated earlier. The weaker decision is to pass at low speed while looking at the blades, on the assumption they have not moved. The stronger decision is to confirm both position and securing through the person responsible before the movement passes over. Why it matters: blades can be in a plausible position without being held, and a low-speed pass does not make an unsecured set of points safe — it only makes any consequence smaller.
A scenario drill you can build yourself, with a self-check rubric
Write one movement scenario of your own, run it through the authority-chain method, and score your written decision against four checkpoints; the expected observation is that all four are satisfiable in under a page.
Exercise: invent a scenario from a movement you can picture — a departure from a siding, a shunt over hand points, an approach to a signal protecting a worksite. Give it one degradation: a garbled transmission, an obscured view, an uncertain points position. Then write your handling in three parts — who controls, what my authority permits, what I will do and say — and log the exact readback you would transmit. Finally, run the same scenario twice more with a different degradation each time and confirm your decisions change where they should and hold where they should not.

A complete answer names the controlling authority without vagueness; it distinguishes what is known from what is assumed; it keeps the movement within the worst credible interpretation of unclear information; and its readback reproduces every authority-changing element.
