Each layer exists precisely because the other can be wrong. Passing a restrictive indication on the strength of separate paperwork assumes away the exact failure mode the signal system was built to catch.

The better decision: stop at the indication, remain stopped, and contact the control operator to confirm the condition and obtain the specific authority the rules require before passing. In your notes, record the decision as a sequence — stop, verify, obtain, move — and rehearse it aloud until the first word under pressure is 'stop.' Then invert the drill: the same signal with no written authority; the same authority with a permissive indication.
