Turn that structure into a study habit. After reading a rule, close the book and rebuild its four lines from memory. Worked scenario: a flashcard drill has trained you to see a signal display and recall its name quickly. An exam question then describes that same display and asks what the crew must do. You answer with the rulebook label instead of the required action — a plausible mistake, because the label and the action feel interchangeable after weeks of flashcards. They are not: the name identifies the rule, while the indication tells you how to move. The better decision is to read every signal question as three steps: identify the aspect, confirm its name, then state the required movement in your own words before choosing an answer.
Drill this deliberately. For each signal aspect in your materials, write three lines: the display as described in the rulebook, its name, and the indication expressed as an action you would perform. Then reverse the drill — read only your action lines and reconstruct which aspect produces them. If you can go aspect-to-action and action-to-aspect without hesitating, you have covered the translation the qualification is built on. If you stall in one direction, that direction reveals whether your gap is recognition or application.
Authority comes in layers, and each layer answers a different question
A movement can require permission from more than one source: signals govern how you proceed, while written or verbal instructions govern where and whether you move. Treat each document as answering one distinct question and verify every layer before acting.
Worked scenario: your signal displays a proceed indication, but earlier in the shift you received a verbal instruction that a segment ahead is restricted for a work zone. A tempting answer is that the proceed indication authorizes the movement and nothing more is needed. The better decision recognizes the layered structure used in operating-rule environments: the signal answers one question (how the movement proceeds), while the specific instruction answers another (whether that segment may be used at all right now). Complying with the more restrictive authority and confirming what you hold before entering the restricted segment is the response the layered model produces — and it matters because treating one layer as a blanket permission removes the protection the other layer exists to provide.
Map the layers in your own materials as a study product. Draw a one-page diagram showing which question each layer answers and which layer wins when they conflict, using a table like the one below as your starting frame — then adjust the middle columns to match the exact sources and terms your materials use. Then test yourself with a short scenario: list every layer that touches the situation and state, in order, what each one permits or restricts. If your answer cites only one layer, the scenario was built to catch exactly that.

The words 'must,' 'may,' and 'unless' carry more weight than the sentences around them
Rules differ by obligation level: 'must' marks a mandatory requirement, 'may' marks a permission, and 'unless' or 'except when' marks the boundaries of both. Sorting each rule's verbs before memorizing its text tells you what the rule actually demands.
Misreading obligation level flips an answer. A rule that says a movement 'may proceed when authorized by...' is not instructing you to proceed; it is granting a conditional permission, which implies you may not act without that authorization. Conversely, a 'must' with an 'unless' clause is a requirement with a defined exit, and treating the requirement as unconditional or the exit as optional both produce wrong answers. When you read a rule, mark every governing verb and every conditional word before you try to recall the sentence. The verbs are the load-bearing part of the text; the rest of the sentence is context around them.
Build a quick negation exercise from this. For each rule you study, write the rule's opposite in one sentence: if the rule requires something, state when the requirement is lifted; if it permits something, state the condition without which the permission does not exist. If you cannot write a clean negation, you have memorized the shape of the rule without its conditions. This is also where definition-reading pays off: obligation words in a rule usually point back to terms defined elsewhere, and a wrong definition silently changes the rule's meaning without changing its text.
